Iron EagleX is seeking a skilled Technical Program Manager to support a high-profile engagement with the Office of the Secretary of Defense’s Chief Digital and Artificial Intelligence Office (CDAO). This role will contribute to efforts to develop high-impact assessments for senior policymakers using data-driven analyses and key findings.

 

This Agile Technical Program Manager will work in Arlington, VA (3-4 days a week on-site) and manage a team of technical experts and functional analysts in delivering the highest quality support to an office within the Chief Digital and Artificial Intelligence Office (CDAO). The successful candidate will possess a strong background in developing technical plans and roadmaps to support data-driven analyses for strategic assessments and will be well-versed in data operations, senior customer engagements, and Agile delivery practices. The candidate will be an expert at translating customer requirements into technical sprint plans, managing complex project deliverables, and serve as the ultimate problem-solver for both customers and team members.

 

This position is contingent upon the award of an OSD CDAO contract. Work is expected to begin in Mid-August 2025.

 

Job Duties Include (but not limited to):

  • Interact directly and daily with the government program manager and be responsible for meeting deadlines, exceeding expectations, and overseeing the on-time delivery of all tasks, projects, and support
  • Participate in development and management of technical work plans with a focus on “wowing” the customer with efficient processes, data-driven analysis, and effective team management
  • Manage and prioritize tasking between technical and analyst teams and customers
  • Oversee the requirements process; gather and document requirements from government customers; lead the team in translating requirements to technical workplans and track progress against those workplans
  • Understand the “why” behind the work and help define technical scope and project objectives
  • Communicate regularly and effectively with the customer and technical teams on deliverables, schedule, resourcing needs, and constraints
  • Identify risks and issues throughout the project and develop plans to mitigate risk
  • Monitor program deliverables and oversee the on-time delivery of high-quality support.  
  • Create, maintain, and actively manage project schedules to include customer communication
  • Ensure that project documentation to include technical roadmaps and accurate sprint plans are created, maintained, and available for all team members 
  • Serve as the “Scrum of Scrums”, educating and supporting the technical team in Agile practices, principles, processes and tools. lead planning exercises as well as daily team syncs.
  • Track sprint goals and metrics while empowering team members to self-organize and perform at the highest level.  
  • Manage the project through proactive project planning and program controls, personnel accountability, and risk identification and mitigation   
  • Apply a keen understanding of user centered design principles to a variety of solutions, subject areas, and applications.
  • Own the implementation of the SAF/e Agile methodology to ensure on-time delivery, dependency/blocker identification, and user-centered design
  • Advocate for team members, facilitate risk mitigation, and remove barriers to progress for your team
  • Promote positive team dynamics and good communication

Qualifications

Required Skills & Experience:

  • Ability to work on site 3-4 days/week
  • Minimum of 5 years of relevant project management experience 
  • Previous experience authoring data-driven analyses and strategic assessments 
  • Ability to learn on the job, be self-motivated. Must be able to anticipate problems, spot new business opportunities and take a proactive approach to responsibilities.  
  • Ability to deeply understand users' needs, behaviors, and experiences to create effective solutions catering to their unique challenges and desires. 
  • Experience with project management tools such as Jira, Confluence, and Microsoft Project.  
  • Experience with technical projects such as software deployment, enterprise systems, and infrastructure.  
  • A strong understanding and experience with DoD program financial tracking, program management, and project controls 
  • A strong understanding of the requirements process and stakeholder engagement best practices
  • Experience with senior military customers
  • Strong interpersonal skills and above average written and oral communication skills
  • Due to US Government Contract Requirements, only US Citizens are eligible for this role.

Desired Skills:

  • Familiarity with the CDAO office and mission

Education & Certifications:

  • Bachelor of Science in a field related field or equivalent.
  • Scrum Master certification desired
  • PMP desired

Security Clearance: 

  • An Active Top Secret clearance with SCI eligibility is preferred, minimum of an Interim Secret clearance is required.
